I am the director of an ambulance service which is incorporated yet subsidized by county tax money.?

We have board that deals with finances and policy, but im finding that new memebers that have no clue about the workings of an ambulance, or what we all have done and sacrificed to make the service a success, is trying to make changes. we are a small service with a great crew. the county taxes do not even cover payroll. Can I (and if I can how) keep the decisions and fate of the service in the hands of the people who actually built it.
